About Land bank
IDCO has created a large land bank dedicated for industrial projects in Odisha. The land bank is categorized in two categories as below:
Category A Land – Land readily available with IDCO for immediate allotment.
Category B Land – Land reserved with District Collectors for allocation to IDCO as and when required for industrial purpose.

A land bank of 86,727* acres has been created by IDCO, out of which 16,462 acres of land is under Category ‘A’ and the remaining 70,265 acres is under Category ‘B’.
To further facilitate the investors in the process of selection of suitable land, the entire land bank has been categorized into ‘A’, ‘B’ and ‘C’ categories based on the Pollution Index and Level of Investment. This categorization helps a prospective investor in selection of an appropriate location for investment based on the specific project. The categorization has been made as follows:

The above categorization of land is available for each land plot under the land bank of the State.
In case, a particular land plot is suitable for setting up Category ‘A’ projects, then the same plot is also suitable for setting up Category ‘B’ & ‘C’ projects. Similarly, if a land plot is suitable for setting up Category ‘B’ projects, then the same land plot is also suitable for setting up Category ‘C’ projects (but not Category ‘A’ projects).
Navigating GOPLUS
- One can visit the GOPLUS portal by directly visiting http://gis.investodisha.gov.in or through the link provided on Invest Odisha Website under the “Industrial Land Banks” page.
- This web portal contains three important sections, namely – Land Bank ,Estate/Park and Industry Info
- Land Bank Cluster Search
- For Land Bank Cluster Search options are given as below:
- By using Land Bank At a Glance Search one can search for Land bank clusters with in the selected District.
- By using Land Bank around Utility Search one can search for Land bank clusters around any Utility, Sub-Utility and specified area within.
- By using Utility around Land Bank Search one can search for various Utility around the Land bank clusters by providing cluster, Utility type and specified Area within.
- By using Search Land Bank by Area one can search for the Land bank clusters by providing specified Area Range in Acres.
- By using Vacant Plot in IE search one can search for the Vacant plot aveilable inside a Indusrial Estate(IE) by providing drictrict and Indusrtrial Estate as required.
- By using Vacant Plot in IP search one can search for the Vacant plot aveilable inside a Indusrial Park(IP) by providing one Indusrial Park as required.
- Under Industrial Estateone can search industry within Industrial Estates and Industrial Parks with information on vacant plots inside estates, investment region/sector specific clusters and also information about existing industries.
- Under Industry Info- one can search industry inside and outside industrial estates within Disrtict/Block and vacant plots inside estates, investment region/sector specific clusters and also information about existing industries.
- The detail functionality of the portal use is described in brief below:-
- The ‘layers’ Industry Info, Administrative, Network & Connectivity and No Base map with Sub-layers information and symbols used in map.
- ‘Identification’ tab helps the user to select layers individually or as whole as shown below.
- “Measurement” tab shall help the user to measure distance from any point / place to other in km./sq.km. Option of knowing the geo-coordinates (Latitude/Longitude)of the place is also available as shown below.
- The‘Print’ tab shall help the user to print map view in PDF, EPS, GIF, JPG etc. formats as shown below.
- User friendly navigation controls like zoom in, zoom out, track location, search by Industry name are available near the left panel button as shown below.
- The ‘legend’ tab contains different legends of layers and sub-layers with symbol used in map as shown below.

- Land Bank Search Details
- The Land Bank Search “- Land Bank At a Glance”is For finding the Land Bank information with in a district, user has to select the District and Cluster options, Upon clicking on Search button the detailed land bank map shall be displayed as shown below.
- For Vacant Plot search inside Park/Estate “- Vacant Plot in IE”,“- Vacant Plot in IP” , two options have been provided: Vacant Plot in IE and Vacant Plot in IP for Searching vacant Plot availability in Industrial Parks/Estates.
- The Torism Land Bank Search“- Torism Landbank” can be used to search Torism land bank cluster by providing specific district and cluster as shown below.
- The Query for “Land Bank around Utilities” contains options of queries Landbank around a specific distance of Utility(by providing the Utility and sub utilities details) with specified buffer distance to select area and list of Landbank.
- The Query for “Utilities around Land Bank” contains options of queries utilities around a specific distance of particular Landbank by selecting a Landbank, Utility type and specified buffer distance from that selected Landbank.
- The Query for “Search By Area” contains options of queries to find the Land cluster area based on the Area in Acre(x to y) within a selected district as shown below.

- The Query for “Search Industry in Industrial Estate” contains options to find the industry by providing inputs like District, Industrial Estate, Industry information. Map gets displayed with the Industry name highlighted as shown below.
- The Query for “Search Industry in Industrial Park” Based on select park with from the list of Park dropdown list and paticular industry. On selection of a particular industry, information can be retrieved. Map gets displayed with the display results of Industry detail as shown below.
- INDUSTRY INFO
- “Industry info” has the options to find the industry based search Industry by Block,Industry outside Industral Estate and Advanced search based on the raw materials, finished products or the sector of the industry.
- The Query for “Search Industry by Block” contains options to find the industry based search by providing inputs like District, Block,Location & Industry information. Map gets displayed with the Industry name high lightened as shown below.
- The Query button named “Advanced Search” contains options to find the industry based search by providing inputs like Sector, Major product, Major Raw material using predictive search.
- “Export to CSV” button helps user to extract the results in a csv format. Details of the cluster is been displayed in the csv as shown below.
Frequently Asked Questions (FAQs)
1. What is GOPLUS and how is it useful?
GOPLUS (Govt. of Odisha portal for Land use and Services) is a GIS based industrial land use and infrastructure information system developed by the Industries Department, Government of Odisha. The system:
- Provides detailed information with regards to availability of industrial plots based on location specific attributes in terms of connectivity, rail and road linkages and other physical, health and educational infrastructure available in the vicinity of the selected industrial land.
- Enables prospective investors to identify suitable industrial land in Odisha from the comfort of their offices. A prospective investor can define preferred parameters such as the district, size of land required, facilities available in the vicinity, etc. based on which the portal identifies and returns information regarding the suitable and available land parcels in the State.
- Provides information on zoning of the industrial land in terms of environmental categories i.e. Green, Orange and Red to enable an investor decide on suitable location for investment based on the proposed business activities.
- Enables a prospective investor to get detailed information about the key attributes of existing industries operational in a particular cluster such as sector of operation, products, capacity, employment, raw material linkages etc.
2. How can I find a land plot of my choice in the State?
The user can find out a land plot of choice in the State under the ‘Land Bank’ tab based on the size of land required.
- For 5 acres and less – The user can click on ‘Land Availability in Parks/Estates’. To find a piece of land inside investment region/industrial clusters and Industrial Estate, the user can select ‘Vacant Search in Region’ and ‘Vacant search in Estate’ respectively. Under that, the user can enter the size range and get all the available land plots matching the users’ criteria. The user can further refine the search by selecting the Investment Region/Industrial Cluster/Industrial Estate of choice and get detailed information about the selected land plot
- For more than 5 acres – In case the user is aware of the district, category and cluster, the user can directly select those from the drop down list and find out available land plots. Or else the user can click on ‘Cluster/Patch Search’ and select ‘Search by Area’. Under search by area, the user can enter the size range and get all the available land banks in the State matching the criteria. Further the user can refine the search by selecting the district.
3. What are Category A and Category B land?

4. Is it possible to find information about utilities such as National Highways, Hospitals, Schools, etc. present in proximity to the selected Land Bank?
Yes. After having selected the land plot of choice, the user can click on ‘Cluster/Patch Search’ tab and select ‘Utilities around Land Bank’. Under that, the user can select desired utilities from the drop down menu and enter a radius within which the user wants to find those utilities. The portal returns all the existing utilities based on the user’s inputs.
5. How do I find a piece of land near a preferred utility/set of utilities?
Under the Land Bank option, click on the ‘Cluster/Patch Search’ tab and select ‘Land Banks around utility’. You can now select the utility, such as Airport, Seaport, District Headquarters, etc., around which you need a land plot. Enter the distance range and click on ‘Show Land Banks’. This returns all the land parcels available around the selected utility within the selected distance range
6. Can I get information about the existing industries in the State to accordingly identify suitable land parcels in the vicinity?
Yes. Under the ‘Industry Info’ tab, directly enter the name of the industry in the search box or you can also locate the industry within the block or industrial estate. You can get all information such as Location Coordinates, Email, Website, Contact Person, Sector of Industry, etc. After getting the location coordinates of the existing industry such as District, Cluster, etc., the user can find land plots around that industry in the Land Bank section of the portal.
7. I need a small area of around 2 acres to setup a manufacturing unit in the State. Is it the right platform for me?
Yes. In order to find land banks less than 5 acres size, you can enter the ‘Industry Info’ option and click on the ‘Search by Region/Sector/Park’. Under that, click on ‘Vacant plot Search by Region/Park’ or ‘Vacant Plot search by Estate’ and enter the size range of the land required.
8. I need a land parcel of 20 acres in Sambalpur district. How do I search for the same?
Under the Land Bank option, click on the ‘Cluster/Patch Search’ tab and select ‘Search by Area’. Enter the range in the ‘Land Cluster Area between’ space and click on ‘Get Clusters’. Then select the district as ‘Sambalpur’ from the drop down menu.
9. Which Investment Regions and Sector Specific Industrial Clusters are coming up in the State? Can the system help in getting this information?
Under ‘Industry Info’, click on ‘Search by Region/Sector/Park’ and click on the drop down menu beside ‘List of Region/Park’.
10. Can I find out an existing company in the State based on its finished product or the raw material used?
Yes. Under ‘Industry Info’, click on the ‘Advanced Search’ tab and find out the list of industries based on the selected Raw Material or Finished Product.
11. Can I identify suitable land parcels from the system depending on environmental criteria? How does it work?
Yes, the entire land bank of the State has been categorized into ‘A’, ‘B’ and ‘C’ based on the Pollution Index and Level of Investment. By clicking on the selected land plot, the user can get information on the environmental category of the industry that can be set up on the land. This categorization helps a prospective investor in selection of an appropriate location for investment based on the specific project.
12. What is the use of ‘Info Submission by Industry’?
The industry owners can use this tab to login to the portal and update their respective Industry profiles and information.
13. I don’t have any user id or password to login to the portal? How do I get the user id and password?
You can login to the portal using your CICG user id and password. In case a user does not have the CICG user id and password; the user can click on ‘Register New User’ and create a user id and password.
14. I have located the desired utility within a range of 25 km from my selected land plot. Can I get the exact distance of the utility from the land plot?
Yes. You can calculate the distance using the ‘Measurement’ tab on the left pane. Click on distance and specify a starting and end point to calculate the distance. A user can also calculate the area using ‘Area’ option this tab.
